Is googlebar fubar? what's going on?

I'm getting wacky PR values

Since last night (Sept 16):

A site that has had a consistent PR6 for over a year is suddenly PR0. Nothing there has changed...

But even stranger, I make a little HTML file with Notepad and save it on my C: drive. I look at it in IE, and it gets a PR8. I reload the same file a few times, and it stays PR8. Then I reload it later and it's PRnull.

What's up with that.
Has anyone else noticed Googlebar acting funny? Is Google dancing again?

The Google Toolbar has been erratic for a while. Quite a few sites have reported an apparent PR0 while they did fine in the SERPs, for example.

But just in case, can I get a link from your PR8 hard drive? ;)

Sure thing. I could make a few thousand PR8 pages for ya, with just one link on each. They'll all look like this:
