One of our biggest sites was down for over 24 hours. I've only just noticed the toolbar PR has dropped from 7 to 6. Is this the reason, and will Google restore the PR now it's back online again (if so, how quickly)?

I don't see why that would do that. I have pages that I took down over a year ago and they still have the same PR, you think there robot would get it right for a change.
