Google PR0 and hows NO Backward Links

Is this a sure sign of Google Penalty

The situation with My site and Google is:

- There are RR4 and PR5 pages linking to the domain.
- Find web pages that contain the term "domain.com" shows more than a 100 pages
- 3+ PR sites have been linking to the site for more than 6 month

BUT

- Google Toolbar PR0
- Google sown NO Backward Links
- Google has NO cash of the site

Now the QUESTION is:
Can I say with 99% certainty that my site has been penalized / banned from Google.
What ways are there to get the site back in Google index. Dropping the domain is not an option as it has been and still is doing great on other Search Engines.

After adding AdSense ads to this site I am sure that some kind of GoogleBot has visited the domain - they know what the page is about and show ads that relate to it...

Google is presently deploying an update to their index so whatever your toolbar has shown for the past few days is pretty unreliable. Quite a few people are discussing questions very similar to yours in the Google News forum, which is where your post belongs.
