I have offloaded a menu to a .js file, all links located in the .js file. If i want a spider to view them, would i be able to add href to layer and then make it invisible?
Is that allowed?

I don't think so.....I personally won't do so. Research a bit more before you actually do this.

How about a horizontal menu at the bottom of the index page.
It will drop out of site for most users, but provide those important links from the index page.
