My new links directory has just got PR, or atleast i can see it on any PC in my household.

So i figured now is the time to build some links.
The trouble is, some webmasters ive sent proposals to have said they see a PR of 0 and wont swap links.

Is it just a question of time before they see the PR 5 like i can now see? How long before they see it too?

Many thanks

too much information

As long as a site is relevant to my subject and isn't my competition, I always link. I don't think I have ever based a link on PR.

If they won't link, just go somewhere else, I wouldn't worry about them. Give them a few weeks and they'll be begging you for a link.

I just got PR on my new site as well. It took about a month to update after I launched and apparently Google just updated their PR index in the past week. For about 3 or 4 days there the PR would fluctuate between 3 and 0. As the days progressed I started getting more 3's than 0's, but it was irritating.

This (I believe) was because PR info is fed from one of many (12 to be exact) datacenters that google operates. Until all the datacenters are updated, you'll get whacky results with PR on the toolbar.

Also of note... if a webmaster sees your PR 0 and refuses to link with you, explain to them that your sites new. If they still refuse, they likely (EXTREMELY incorrectly) assume you're banned or under penalty. Google starts most sites out now at PR 0 for the first month or more and that USED to be a quick indication of people who were in the Google "doghouse". That still holds true if you previously had PR, and now don't, but don't worry about it for new sites.

Also of note is that the PR0 site may very well be a PR 7 site shortly. refusing to link to a related site simply because their PR is low is insane. ALL quality links help, regardless of what THEIR PR is or what YOUR PR is. They may not count as much, but they still count.

If they won't link... explain... if they still won't link... move on. Links are only part of the equation. Closely study the site design, content and keyword strategies found here and you'll likely see more SERP results that you ever got from PR alone.

Hope this helps to allay some of your fears.
