Penalty in google

I have a website that has been indexed since last July and it still shows a white tool bar, could it be penalized for anything? It is my second website and is not a duplicate the ony thing that is at all the same as my other website is the a small amount of text because the two sites are owned by the same people but it is not the same at all, products, design or anything. How do you know if you have been penalized?

you're in the index, so as penalty is unlikely. The (far)more likely answer is that you have a fairly new site, and although I'm assuming, you perhaps don't have a lot of links into the fairly new site from other sites, and the few links you do have are from fairly low PR pages.

Hi True I have few links but, The site has been indexed for 9 months with only the home page indexed with a PR white tool bar,
I am indexed in google but not in Yahoo web pages that is odd too.

I have another site Using the same ecommerce hosting package and submitted it two weeks ago and already 500 pages indexed due to a new feature they have making it very SE friendly, but my 9 month old site using the same feature who which has been indexed for 9 months is not showing any of my new catalog content like my two week old site. Are you sure it is probably not a penalty?
