I just want to clarify something.

When you exclude an entire directory by using robots.txt why do pages within that folder get a page rank.

It does not seem to be a guess rank but seems accurate and seems to happen on more than one directory.

Any ideas?

This is a guess, but makes sense to me :)

The robots.txt file means that you do not want the robot to access the file. Calculation of PR does not require accessing the file, all it requires is knowledge of the links pointing to that file. So I see no reason why excluded files should not have a real PR.

Hmmm. On my site, the pages that I've excluded on robots.txt, show a Grey toolbar. But I remember that it took a month or so for the change to Grey to occur after I edited robots.txt to exclude them.
