Very strange one that has floored my (normally) super sharp coder.

We normally get our PR using a script from <snip> this site.
There's a msg on this page saying that it doesn't work on some servers. We can confirm this after changing servers:
http://www.example.com/PR/pr_calc.php?url=www.example.net - old & new server

Sourcecode on both servers are identical.

New server gives a "Forbidden" warning message.

So where do you get your PR from nowadays?

I am not sure how your Page Rank script is coded. But probably your Page Rank script has exceeded the usage allowed by Google to that API developer. Probably you can tweak the source code by using your own Google API developer code. You can get this code from Google.

I think you are right as I can't remember seeing PageRank being offered in the API. If I am not mistaken someone asked in Adsense forum whether Page Rank site is allowed by Adsense and Brett Tabke said no. Probably its usage is not authorized by G. I don't know.

Try to check the page rank code in PHP Link Directory. It works all the time and used by many. Probably your super sharp coder will know how to modify it to meet your need.

looks like a security setting on your server. Hosters put your shared hosting acct. into some kind of "sandbox" so you cannot hurt other people on your box.

I once got this error when trying to read/write an .htaccess file from a server app.

It's a G msg, not a server msg. Developer gets same msg on his server, and he's definitely got no restrictions on his server. It's a G 403 Forbidden and error page.
