The potential impact might be a bid management system “breaking” for one client, because another client’s bidding system went through the roof, taking the resources.

It can be confusing to set up as the invite procedure under the 'access tab' doesn't specify the access type. I'd contact your rep with the best way to set up these access accounts.
Give them your client ID number and have them link your account in their MCC. Ask them to request 'API access only'. You'll receive an email notification request to confirm this access where you can check that they asked for API access only, and then confirm their access.
That really isn't the question here though. It is can the third party use the API developer tokens on any account under control of the application using that API implementation.
Technically, I have to say the answer is "Yes"!
However, speaking from some experience, any reputable third party tool would be unlikely to deplete a client's quota to benefit another client and, instead, maintain their different balances.
If you are the only MCC linked to a given account, then we will apply 100% of that account's spend towards your API quota (regardless of which type of MCC access you have requested).However, in a situation where there are two MCCs linked to the same account, the "API Only" MCC will be credited 100% of that account's spend towards their API quota, and the "User Interface and API" MCC will be credited 10% of that account's spend towards their API quota.

Think I've got it sorted now... I now have two tokens, so for now it seems everything is OK.
