PR 3 Is Shown for a Brand New Site?

Can This Happen?

I newly launched a site and right after uploading
it showed PR 3 in Google toolbar (It has continued about a week -- untill this moment).

Can this happen? I am sure that
there are no incoming links for this site.
But it has a very good internel linking structure.
Can this be the reason or this is just a temporary
situation?

PR3 seems to be the default PR for any new nuetral site without anything good or bad to be said about it.

This is normal.

PR can even increase for a domain name (without an actual site)
