Discrepancy between toolbar and Google SE results?

example search on "Dachshunds" gave an unexpected result

I was looking at quality websites on dachshunds and compared with the pageranking button on the Google toolbar. What I found on the first page of the search results were websites ranked 5/10 at the top (I understand that), but also 4/10 ranked on the first search results page, even one website didn't give any ranking in the Toolbar. When I go to the 2nd page of the search results, there are again websites ranked 5/10. Very unlogical.
Then by the 3rd search results page, the rankings of the website have already gone down.
On the other hand, when I visit the website I maintain: [cmi.com.hk...]
even though with the keyword Dachshund in it: "Harry & Potter's Dachshund Club", I get 4/10, but doesn't show up in the first 3 search result pages.
The same happens whether I key in "Dachshund" or "Dachshunds.
Now this is a small example, but I can imagine how it might go with other searches under other keywords.

There is a strong inconsistency between the rankings in the Google toolbar and the search engine results. Why this discrepancy? In the page about the Google toolbar no exceptions were made.

If you look at the search results under f.e. "dachshunds", it would be logical to get a list of websites starting with 10/10 pageranking from the Google toolbar and then all the way down. This is not happening. If Google claims search results to quality websites then it's the quality they attach to it themselves through their page ranking algorhythm.
I've read some websites about pageranking system with Google, but haven't come across anyone mentioning these facts.

I can then only conclude that the software of the Google toolbar is unreliable, because I cannot or don't want to give a judgement on their search results or PageRanking system.

Now I don't care personally too much about the ranking of the website I am mentioning above. However I am experimenting with it and just came across this finding.

Any remarks? I'd like to hear from others about this as well.
