Does anyone know if you can have google results display on your webpage. Not adwords but there normal results. Is there a program from that?

If you are using HTML, you could frame the URL [google.com...] in one of your frames. If you use a dynamic page, you could retrieve the contents of [google.com...] ad then display accordingly.

Yes - It's the Google API that you need. as long as you don't go over 1000 calls a day you'll be fine. If you are over that already then you'll need to consider another route.
