Duplicate Content / Template Sites?

Hello,

I have a network of sites (10+) that sell widgets targeted to a specific geographical regions. All the widgets are very simliar, yet customized according to the specific region. That being said, the sites have "simliar" content. Therefore, i'm wondering whetehr the below scenarious would be considered duplicate content:

1. If each template site had the same articles on it that relate to the niche of the site (the particular type of widget).

2. If the content of the sites was the same, EXCEPt local information was changed..

i.e.// a sentence woudl be changed from..

"Widgets are the best thing for your home in WidgetVille."
to
"Widgets are the best thing for your home in WidgetTown."

Do i want to avoid this like hte plague?
