Exactly what I ask all the runny nose kids who call up offering SEO services - if you are unable to do it for your own site what makes you think you can do it for mine?
Whether they are looking to get you additional traffic by creating "doorway" pages/mini-sites or some other means is a moot point. Go with them when you are 100% satisfied with the reason why their home page does not rank. (Were they banned? Do they have a reputation for cloaking/spamming/backgound coloured text/FFAs....)

I call it flying below the radar. Ask for some examples of rankings they may have achieved for a client or two. By excluding a SEO based on whether or not they are ranking for "search engine optimization" you are eliminating 99% of the top dogs. Remember, SEO's are the enemy as far as engines are concerned, regardless of how the reps may try and make you believe otherwise.

I'll concede that that's a fair point, but they usually don't like disclosing client names. Most of the ones who call us don't know keyword density from PR from a hole in the ground.

You've answered your own question - why go with someone who's not kosher?
What I feel is that till the time we play fair with the search engines (Slow and steady), we win the race...else we are nowhere! Since I feel like being there, it's better to stay there...and grow slow and steady.
Clients out there want you to optimize their website for keywords like Via... or Casi.. etc #1 position in 2 weeks. Who can do it?
I can't. Sorry. I am a a BAD SEO. :-)

A year ago my client was no where on the engines. They now rank in the top 5 on all engines for their main key terms and have heavy PPC accounts. The proposal from them claims a cheaper, higher conversion rate than Google and Overture PPC, but we already have high ranking and the ppc ads. I've found examples of 2 of their "keyword info sites" and neither ranks high on Google for the key terms. Also the page titles and meta tags are not consistent with the apparent top key terms on the page headers. We have a scheduled conference call so any feedback would be appreciated. I don't want to write them off completely without more details BUT what I've unearthed so far does not entice me to give a go ahead on using their services.
