Custom 404 pages - IIS equivalent of the .htaccess file

After reviewing our site web stats we decided to create a custom 404 error page. The problem is our site is hosted on an NT platform. Since we cannot use the .htaccess file on the Windows platform and our hosting company does not server redirect, is there any other way to do it?
