Suggestions for simple multi-user file management asp scripts?

All I really need to give users is the ability to login, access, delete, rename and annotate individual files in individual user folders on my web server.

Looking at this but it's about $400.

Should I just get someone to write it for me, instead?

Where I work, a programmer has an rate of about $100 dollars per hour. This component can never be build inhouse within 4 hours (more like a month or so), so we would just buy the component.
