new .net dynamic site - best file and url structure

Hello Everyone. I know that this has been discussed many times... developing a new website in .net using a url rewrite and having to decide best way to structure url & file names. Here are the options:

A - example.com/keyword-1234-city-state-zip-keyword.aspx

B - example.com/state/city/zip/1234.aspx

My thoughts...

A) looks bad / ugly but may be better (currently) for seo because it makes the entire site look "flat" which I think msn, y, ask, etc. like better... but it seems the SE's are looking to limit "-" to no more than two. (at SES san jose, SE reps stated that they like flat structure and no more than 2 directories down)

B) looks better, user friendly, hackable, easy to remember but may be less SE friendly "currently" because files no as flat and appear to be so deep in site?

Your thoughts are appreciated... don't want to get all pages indexed then have to try and change and have to "301" entire structure and loss future PR.

The overall theme to this post is Search Engine related, not ASP/.NET related. I would check in one of the SEM/SEO/SE forums for a good answer.
