I wanted to know if the windows NT 4.0 option pack was compatible with my operating system windows xp

No...it is for Window NT 4.0....which came out about 10 years before XP.
If you have XP pro it already has a webserver IIS that you can install in the options. If you have the home version you will have to look at some other software or ways of loading a webserver on there.
