can it be compared to visual ce? is it used for the same functions as visual ce, eg: to create a form-based application for windows ce device?

It is a database like dbase or Access. It was MS first attemp at database. They bought out somebody elses program. It is an OO programing language envirenment with a database. Some people sware by it. It may have some CE applications but that is not it's primary purpose.
