Specify the amount of times a randomly rotating image will rotate before it flips to the next image

OK I am not smoking anything…

Let me explain, I need a 2 image to rotate but I need one of the image to be shown more than the other. SAY 70 to 30. I have done a bit of code in JavaScript, using the Math. Random method, but I can’t seem to stop the one image from displaying less than the other. Is there any way I can do it in ASP.
