As I know Windows 98 using FAT 32, so we cant do any security setting like setting password. Anyway..do you have any suggestion for me to do it?

Upgrade. It's cheap.

Microsoft will stop supporting WIN 98 and WIN 98SE in JUN 2006. There's really no need to stick around and witness it first hand though. 98 just wasn't designed for... well, much of anything.

I'll reiterate; Upgrade.

Do you mean you have a website hosted on a Windows 98 machine? (this is a forum for .Net and ASP web server issues) If so, and someone is causing activity on your scanner or printer via the Internet, then unplug your ethernet cable! You've got a s**tload of security issues!

Hopefully, you meant something else :)

Which still leaves the follow-up questions: Do you mean you want to prevent someone from sitting down at your desktop and being able to use this equipment? Or do you mean you want to prevent others on the same local area network from using them? If it is the former, then I think the only option is restricting use to the machine via a desktop password. If it is the latter, then disable Microsoft File and Printer sharing.

You'd have to use the System Policy Editor in conjunction with pre-defined user profiles to disallow peripheral access:
