Windows 2003 - setting permissions

I have a directory called "database", in it I have a file called "db.mdb", how can I make it so I can read and write to the db, but people won't be able to download the db?

I set the permissions to write and read, but I am able do download the db. Is there a setting just to stop downloads?

I have access to the server myself.

if internet guest account or a group it belongs to have read permissions on that database they can download it
