How to create a simple voice over ip program

I would like to create a simple program that allows two computers to send data and receive it. This data is going to be voice.

Do you know how to it using perhaps c++ or Visual Basic?

I know it can be built in any language, the question is:

Is it right that both computers act as client and server at the same time, or only one should be the server?

If the answer is "yes", then: How is the the computer acting as a client going to be able to receive information?
