is it possible to make the the navigation menu editable region in my template made by DW MX 2004 so I can change the rollover image in each file that I applied to the template?

Yes. An ediable region does not care what's in it.

The only downside of all this is that if you put a navigation region into an EDITABLE part of a template, then later, if you change the navigaton in the template, those changes won't get applied to the files that you built. Why not? Because changing a template only changes the non-editable part of a file based on it. New file have the editable part pre-loaded, so it looks at first like you have a good solution!
What I'd do is to save the whole navigation structure as a library asset, so that if you need to change it, all files will get changed DerekH
