Layers and Templates

I am creating a website that is all layers and it has a layer that contains two nested layers inside it. I want to create a template for easy updating to the site.

I want to make the contents of the outer layer editable but one of the layers I have inside this layer I want to be locked.

If I make the outer layer editable will the two inside become editable and if so is there any way around this?
