Dreamweaver MX Behaviors problem

The "show pop-up menu" behavior isn't available

I'm trying to create a drop-down menu using dreamweaver. A few months ago I did this using the various tools in the "+" menu of the behaviors panel.

But I've gone to do this again just now, have selected an image, but when I click on the "+", the "show pop-up menu" option is shaded grey so I can't click it.

Other options such as "swap image" are working fine.

Does anyone know how to get the "show pop-up menu" option back?

Problem sovled (but still somewhat annoying)...

I was trying to make a dreamweaver template (.dwt file). Once I saved it as an .html file, it started to work fine.

My current plan is to build the template as a .html file, then save it as a .dwt when I'm done.
