Which site creation tool for family not knowing HTML?

Hi,

What site creation tool(s) would be good for
family and friends who want to create their own
websites, but who don't know HTML nor want to
buy a program to create their sites with?

Everyone starts somewhere, and this way they won't
bug me to create and maintain their site for them.

Especially free or low cost ones I could install
on a dedicated webserver for them to use while
online -- or a free program of quaility they could
download and install on their Windows computers?

I'd start them with a blog, Louis. I'd use greymatter, mainly because it's free, customizable, and has other modules that would allow them to grow their interests into other areas.
