Navigational structure changed per FrontPage (?)

Hello,

I'm having a problem I hope someone can help me with. I use FrontPage 2003 to publish my website. The site is operational and I've had no problems updating it until now. When trying to publish I get a message from FrontPage that says the Navigational structure had been changed and asks if I want one to overwrite the other or to merge. Generally I get a message about this happening with files (since I had to replace a hard drive and reinstall all my programs) and I choose to overwrite the remote files. This is the first time I've gotten a message about the Navigational structure.

To tell you the truth I never paid much attention to the Navigation structure link in FrontPage. I do have a navigational structure in place though. When I view my local navigational structure it just shows the Index page. The files view shows all my files. So, is there a way to tell what the differences are?

I've backed up both my remote and local websites and now I'm wondering where to go from here.
