Here's a link to a tutorial on frames. You'll need to make the changes in HTML view of FrontPage and not the normal view.

The other option for you would be to use the FrontPage help files built into the program. They give a pretty good step by step to making frame pages.
A word of caution though: there is a lot of controversy over whether frames should be used or not. So you might want to do a little research on those issues before you dive right into making the frames. Useability and problems with search engines are just a couple of the issues.
