Publishing files and directory structure

Hi there,

i have the following Problem:
I need a tool to publish files and a directory structure to HTML. A Navigation (e.g. in a javascript-tree-view) should also be realized. The Navigation should work like the Windows explorer-view.

It is like one Frame with the Navigation, one Frame with a header and in the 3rd - the main frame - i want to see the content.

Is this possible with WYSIWYG- Editors (Dreamweaver/ Frontpage) or is it better with Desktop Publishing Solutions (like Framemaker/ Golive etc) or what else?
