shared border not 100% wide on load

will pop right open on refresh

Hey all, Question is a website and a nix server running a website made by frontpage 2000 with sharded borders. Inside the shared borders are table that have a tilling back ground. The tables are set the 100% width, the page margins are set to zero.. anybody know the quick fix to this or is it just my messed up wysiwyg code?
