You can make icons using GIMP and NetPBM - I did a minitutoral on it here:

Pedanticist, noted - but there are some issues with posting the tutorial on the forum:
  • The forum script truncates repeating exclamation marks, which are essential for the tutorial due to the way GIMP exports files as c headers.
  • The link is to a tutorial - the intent is not "self promotional", but there to help people who want to make a favicon. (I created this tutorial because I found some tutorials out there about creating icons with netpbm, but there were none about how to make icons with transparent areas - I was looking through some man pages for netpbm when I noticed there was a flag for a mask file, which worked after some tinkering and learning about the PBM/PNM image formats)
  • The example images are useful, especially for people who haven't used the GIMP before - they show what you're supposed to have done for the relevant steps better than the mental image produced by parsing the "beautiful" replacement prose I tried to write ;-)

An area for people to upload tutorials with images/correct formatting and a "no copyrights attached to this content" disclaimer would be useful if you are going to enforce a no links policy.

Could a mod please snip the link out for me? (I can't edit my own posts? :/)

You can create a Bitmap or PNG image and convert it to an icon with Icon Sushi.

Where I work, we got a really decent icon editor/maker for $25. IconCool Icon editor is the name of it. If you can't find a good one for free, this is pretty cheap for what you get. I think you get a free 30 day trial.

I find this to be a great little package. Has support for many extensions including PSD and PNG. Nice.
