A lot of here recommend use of a FrontPage Include [webmasterworld.com] rather than the Shared Borders for things like navigation. It's less problematic and gives you better control over the output.
In your case I am guessing that you have not populated the pages used in your navigation in the Shared Border. It's been quite some time since I used Shared Borders so I could be way off on this one. ;)
can you tell me what you mean when you say 'have not populated the pages used in your navigation in the Shared Border'?
as you can probably tell...this forum is most likely over my head. (i'm just one of those frontpage users that can build a website dropping in pictures and writing text...i never really go into the html).
so...i just went in and put </body> at the end of the html and now you can see the 'shared border' on that page after it's upload. should i just go in and do this to every page? or is this not the correct way to go about this?
When you click on new page and then look at the html it should look like this.

<meta name="ProgId" content="FrontPage.Editor.Document">
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">
<title>New Page 1</title>
When you type in normal mode the text goes between the two body tags.
If it does not look like this then sometime is wrong in your setup or installation.
BTW you can get the software to leave out the generator and progid tag if you dive in to the option settings
