Is there an editor just for html forms and tables?

Hi,

I use an html wysiwyg editor called site spinner. It is really good for static sites but it doesn't have a forms editor and it handles tables really badly.

Does anyone know of any tools for these things?

Just about any of the major WYSIWYG packages will handle forms and tables with ease. If you don't want to buy FrontPage or Dreamweaver then take a look at Nvu.
