Layers Problem

hello guys,

i've been searching high and low for a forum dedicated to html and thank god i found one,seems that macromedia forums aren't working too well.......

i have a problem ,website completed(40%?) but the live demo link just couldn't stay where it should be.I'm no good in web development,but this is by far,one of my best effort in web development,Can somebody help me out with this prob?

the layer seems to be not it place when the screen/browser is not in 1024x768 resolution.
