A sugestion for a program to create a dynamic site

building fully php, css site as a beginner

If I wanted to create a new site, where I can make changes on the whole site with just a few clicks, update pictures, change title, meta, user be able to upload, text, maybe something like webshots, movies.go, movieweb site.

Now the Killer the webmaster has NON experience in php, CSS, but does know frontpage fully and has years of experience as webmaster, but only static page.

So what WYSIWYG program is needed or is there place where it can been done, then late be able to by himself to make changes.

No replys here or is the options just dreamweaver or web design studio. Issent there realy no other new cool solutions - there must be more tools to creat a C and php site with all those options I mentioned.

I would implement a CMS system for the users that aren't that computer sawy. Working with Dreamweaver and other programs does takes some understanding of PHP and CSS, even if Dreamweaver makes it simplier.

Yes I have thought about that, any suggestions, which CMS is the best and simple to to create web site.
