How do you host and serve your own ringtone / mobile phone games server?

I've spent a day or so browsing the internet on this subject and not really get anywhwere, and I thought it might be an idea to post here.
Basically, I want to be able to serve mobile phone ringtones on my own server. Where do I even begin? I am guessing I need a GSM modem. But beyond that...
