What is the consensus on usage of anchor links ("page.htm#anchor")? Are they considered different urls as would be with dynamic urls?

Named links get consolidated, as it's a common URL construction that only refers to a section of a page, instead of a new unique page. In short: don't about named links, use them to your heart's content.
