Apart from the biggies like Yahoo and Looksmart there are a number of smaller portals/vortals that are charging a fixed amount to consider your Web site. I think these might be more effective in the long term, because for $50 to $100 you can get a lifetime listing with a medium-ranking directory.

$50 doesn't go far in many PPC seach engines nowadays and can often mean a listing for only a few weeks.

Does anybody know any decent directories that it might be worth paying to have sites reviewed/get listed in? Don't suggest sites like business.com that charge an annual amount, just those that give you a lifetime listing for a one time submission fee.

I'd post my recommended ones here, but I know how strict the guidelines are at Webmaster World about linking to other sites.
