What in the heck are they doing?

It seems like there is no rhyme or reason to MSN at the moment. Sites are showing up on exact matches but not partial matches. There is a lot more to the story than that though.

There seems to be a ton of sites with no tracking ($$$) codes without exact matches, sometimes not even a partial match, that have overtaken some sites that appear to require exact matches to show up in the results.

Rankings do not appear to be based on any relevancy algorithm that adheres to the usual title/description determining rankings.
