Overture turns down all listing requests

A finance finance company that offers a very specific type of loan can lend in some but not all states. The most popular search terms get about 10k searches/month. Add on a regional modifier and its not enough to qualify for a listing.

Overture declined all listings because if someone searches for, say, car financing the business should be able to provide financing in any state, whereas a company that can only finance cars in the Northeast can't buy the term car financing.

Is there any way to get around this? If they can't buy the general terms, it looks like nothing is doable unless they neglect to mention on the site where they can do business.

Any suggestions?

I have been told by an overture contact that if you resub any declined listings that most often you will get them accepted he told us that the editorial standards are a little messed up right now and, within reason, most subs will get OK'd eventually but it might take a couple of tries.

I would also try putting the states they can do business in in the description somehow. Some kind of disclaimer allowing for the fact that they can't do business in all states might help.
