Overture losing money?

From what I have seen the last few years with Overture, they could be making many more dollars than they do.

For instance, I wanted to find the phone numbers for a local florist in Chicago. What I find in the top three spots is the 800 numbers for the large tele-flora businesses.

Unless I was specifically looking for this, I am not clicking on them but since they occupy the top three spots, they are the only ones seen on other SE's.

If Overture had only allowed local florist sites to be listed in the top three, I would have been more inclined to click on one of them.

Henceforth, they are losing money by allowing larger companies to 'brand' their name but not getting any clicks.
