Two UK Accounts?

Is this aganst the TOS?

I am considering creating a new UK account - in order to populate this with the best keywords & turn the budget off.

If i turn the budget off on the main UK account i will run out of money too quickly.

I will be using a different company credit card for the second account...

Is this aganst the terms of service?
Is it allowed?
