I have a question about Overture's bidding process.

In my experience it is the one that places the bid first.

It looks to me as if the one which bid first is only first for a while, then it sometimes shifts, and I assumed it was shifting due to the relative number of clicks.

If the bids are the same and it shifts, it is because the original 1st place bidder let his account run out of funds temporarily and the 2nd place bidder then moved to the top.
