Geotargetting possible?

U.S. account to target Europe

Is it possible to target Europe from a U.S. account and if so how as when I run numbers on various terms the number of people bidding on terms from the U.S. vs. the European counterparts seems to vary by almost 100 on competitive terms (i.e. overture us shows 15 bidders, while overture Europe shows over 120). Any reason for the big descrepancy?

With Overture you have to set up a separate account for each country - UK, DE, NL, etc.

Our experience with DE & NL is that the referrals are MUCH lower than the US by a number of multiples.

As an example we are going to have to close our NL account because we can't get enough volume to get near the minimum spend of Euros 25 monthly. They are also very difficult to get terms approved. Just too much time and work to make it profitable. As we have very good natural results and they provide such poor PPC volumes we can afford to just drop them.
