Is Yahoo Site Match good for a new site?

Now admittedly I don't know enough about how the Yahoo Site Match works, but here is my question nonetheless.

I understand that you can submit your URL for review for $49. If accepted they will place your site in the Yahoo Search engine and let the algo run its due course to show your site in the SERPs for various phrases, right? Each time your listing is clicked you get charged either 15 cents or 30 cents.

Questions:

1. Can you specify country/region for your listing to show? Ie. The UK, Canada, Australia etc?

2. If your site is BRAND new it's obviously not established and probably wouldn't rank well anyways. Is it still worth submitting a brand new site to Site Match? Would you get any clicks once the algo is through with your site and likely ranks it poorly due to it being brand new? Or, do you not get ranked the same way as "natural" serp sites?

3. I've read the guidelines and my site has a specific purpose, to gather leads. I don't have tons of "useless" content because that is NOT what my users are looking for. Yet, I offer a useful and needed service. Would my site be rejected because it does not have enough content, even though that is NOT the purpose of my site?

4. And, can you set a daily budget as to how much you are willing/can spend per day?
