Overture and european customers

I need to know from which country Overture provide their billings/invoices for customers from EU (if I use US overture not UK).

Google operates from agency in Ireland but how about Overture? I hope that its US because of VAT tax... help!

We have Over DE, Over UK, Over NL as well as USA.
When we charge our accounts for Europe we are not charged VAT.
Our credit card has a US address.

As far as I know it's in Ireland for Overture too. Low corporate tax, that's why they're all there, but I don't know if you're in the US.
