Once in a while I take a look at the Overture Bids tool as a soft barometer to see if I am being smart priced on a particular page.

However, it doesn't seem to be working. Each time I type in the four letter code, it gives another code.

Does that thing still work?

I love the Overture bid tool as a method for taking the pulse of ads. Even though theres no tie between Overture & Google ads, I believe that if someone is bidding X on Overture then it stands to reason that Y should be being paid on Google.
I just started to do it, does anyone have any hard evidence of this?

That bid tool is up and down all the time. They know it's broken a lot of the time.

I honestly spend half my day looking at the tool. I rarely see it down, but I have experienced the number/letters not working even when typed in correctly.

I notice it do it to me everytime when I go from my bookmark, or if I have the page open and do not type in the code for a few minutes (maybe 15+). I think they time out after a while. I have learned to skip the first one by hitting submit and then entering the new one when the page reloads.

You might want to look at your IE > Tools > Internet Options > Temp internet Files > Settings > Check for new versions of the page > and check the always box and try the page a few more times.
