They require their distribution channels to have a minimum level of traffic, before they will review the site, as a possible distribution partner for ContentMatch listings.
Overture doesn't allow just any publisher to distribute ContentMatch listings, like Google does with Adsense...
Correct. But they'll let just about anyone become a search partner, something you can't opt out of.
