Don't confuse service with traffic/ROI.. :)
GAW has been primarily "Self Serve" since it's inception for smaller advertisers. I guess how do you equate "No service" versus "bad service"?
I think Overture has made strides over the past couple of months to become more customer oriented. They've beefed up their submission process, and are projecting to be at 2 day turn around on most submissions soon. The auto-review filter in the submission process through DTC is getting better also.
We always hear the negative from "Single Site" Overture advertisers. But until you are managing multiple active accounts at Over, you can't experience the progress they are making.
It's the same at both Overture/GAW, the large agencies/accounts have dedicated reps., the small fry are left to fend for themselves. Overture feels it's important to have some type of editorial process on new submissions. That's their right to do so. Though their importance to an advertiser will decrease when MSN launches it's own PPC engine platform, if you rely on paid search for traffic, it's hard to ignore Yahoo by itself.

When Overture rejects 420 out of 434 keywords because of "dead site" when the site has been down for a total of 4 hours in 6 years, that is BAD service.
You seem to be on a vendetta against Overture. :)
Give it a rest....
I'm beginning to tire of the PPC engine whiners almost as much as the Organic Google whiners that think they deserve to be top 10 for all their keywords.
WebmasterWorld is about discussing the marketing, technology, etc, not reading post after whining post about how terrible Overture is. If you have a problem with Overture, contact them. Better yet, if they are truly in such sad shape, I'm sure you could land a consulting position to turn them around, and save them from sinking into web oblivion.. :)
